Senate Leaders Push for July Passage of CLARITY Act
The path of the Digital Asset Market Clarity (CLARITY) Act remains uncertain as Congress prepares for a coming state work period. The bill, which passed the House in July 2025, has encountered obstacles from industry pushback over stablecoin rewards to lawmakers' ethics concerns.
It cleared the Senate Agriculture Committee in January and the Senate Banking Committee in May, both along party lines, positioning it for consideration by the full chamber. President Donald Trump canceled the signing ceremony for the 21st Century ROAD to Housing Act — a bipartisan housing bill that included a ban on a central bank digital currency — and said he would not sign other bills until Republicans passed the SAVE America Act, which would require in-person proof of US citizenship to register to vote.
That move clouds CLARITY's prospects despite earlier indications of presidential support.
