Capcom assembled a special team nicknamed the "Diana Police" to shepherd the creation of Diana, the android girl from Pragmata. Producer Naoto Oyama revealed the group's existence during a Father's Day livestream on YouTube, noting the game's father-daughter-like relationship between protagonist Hugh and his small companion.

The team’s brief was to keep Diana’s childlike innocence feeling natural without making her "annoying" to players. Game director Cho Yonghee said the group included voice acting and motion-capture direction and was made up entirely of women, arguing that women are better at detecting a certain "cunning" kind of cuteness.

Diana’s Japanese voice actor, Nao Toyama, recalls being told to "not to make it too cute, but speak like a child would naturally speak" when recording her lines. Despite those precautions, Diana quickly became a viral favorite for her charm, inspiring memes and conversation online.
